It is observed with great concern that different staff members have created various groups in social media platforms such as WhatsApp, Facebook, Instagram etc. where they have been found in altercation with one another due to one or other reasons. Such type of attitude is creating a bad image against the department in front of the public. When a civil servant is appointed against any post, he is duty bound to follow the code of conduct of the government. He can not do any act which is prejudicial to good order or service discipline or contrary to
conduct rules or unbecoming of an officer and, a gentleman. Sindh Civil Servants (Conduct Rules) 2008 are the guiding principles in which different provisions clearly stipulates that no civil servant shall undertake such action which is capable of
embarrassing government or its department.

2 Whereas it is expedient to regulate ethical and professional behavior in the service therefore in exercise of the powers conferred under Section 15(4) of the Sindh Prisons & Corrections Service Act 2019, following codes of conduct are hereby issued as under for compliance of all the service formation:

a) Henceforth, all the staff members shall leave all unofficial social media groups/platforms immediately those are directly or indirectly connected with the Sindh Prisons & Corrections Service (SPCS). Concerned administrators of those group shall delete all such groups immediately.

b) No staff members shall create any social media groups / pages etc. directly or indirectly connected with the departmental affairs unless a prior permission– along with its objectives-- is sought from this office.

c) Subject to permission from this office, social media platform shall always used to spread positivity in the department. In such social media platforms, no staff member shall be allowed to pass such comments which are disrespectful to others, sub-judice or pre-judicial to good order of service or discipline.


d) Apart from above, whereas a complaint redressal mechanism is already available under rule 275 of Sindh Prisons & Correction Service Rules 2019 therefore all the staff members are directed to approach departmental authorities in writing. No social media platforms shall be used for ventilation or redressal of their grievances and non-compliance will be viewed seriously.

e) Non-compliance of the above instructions shall be dealt with strictly. You are directed to disseminate this code of conduct to all staff members by pamphlets or through roll call and acknowledge, please.
